Request for Construction Bids, Skinney Creek Habitat Restoration Project

On Wednesday, April 22nd, 2020, Yakama Nation's Upper Columbia Habitat Restoration Project held a pre-bid meeting to review the Skinney Creek Habitat Restoration Project.  The meeting notes and a site photo slide show are now attached to this RFP webpage as a PDF attachment below.  Please review the new Skinney_Creek_Contruction_Bid_Packet-April23-UPDATE.pdf attachment for critical new information regarding the project details and how to submit bids for this project. 

***PLEASE NOTE THAT CURRENT AND ON-GOING COVID-19 PANDEMIC RELATED SHUT DOWNS AND TRAVEL RESTRICTIONS HAVE THE POTENTIAL TO EFFECT ALL 2020 YAKAMA NATION HABITAT ENHANCEMENT PROJECTS.  YAKAMA NATION FISHERIES IS ATTEMPTING TO BID AND AWARD HABITAT CONSTRUCTION CONTRACTS FOR THE 2020 FIELD SEASON ASSUMING SOCIAL DISTANCING REQUIREMENTS MAY EASE IN THE NEXT FEW MONTHS; HOWEVER THERE IS RISK THAT COVID-19 RELATED RESTRICTIONS WILL PRECLUDE 2020 PROJECTS FROM OCCURRING DESPITE THE RESULTS OF THIS BID PROCESS. 

The Yakama Nation's Upper Columbia Habitat Restoration Project is requesting bids for construction of a Salmon Habitat Enhancement Project to be implemented along the mainstem of Skinney Creek in July of 2020.  The project will involve all work elements and specifications found in the Project Plans attached to the Request for Bids announcement.

This project has adopted by reference in the Engineer's Planset the 2014 Washington State Department of Transportation (WSDOT) Standard Specifications for Road, Bridge, and Municipal Construction.  Please also download a digital copy of the WSDOT_Standard_Specs_Manual-2014.pdf file from this webpage for reference when producing your bids. 

Please note that bids will be due in Toppenish by Close of Business, Thursday, May 7th, 2020, in hardcopy form.  Only hand deliveries and/or mail or parcel delivery service submittals will be accepted.

New 2020 Construction Contract Bid Submittal Directions:

Due to COVID-19 pandemic related office closures and social distancing requirements, Yakama Nation Fisheries has changed the bid submittal directions from what was originally published on the April 13, 2020 RFP announcement.   All contractors seeking an award for this project must now follow these specific directions to submit competitive bids:

Submittal of construction contract bids are still required to be in hardcopy form, however Yakama Nation Fisheries cannot accept hand delivery or package delivery service submittals at this time.  That means that the only way to submit hardcopy bids to Yakama Nation Fisheries at this time is to physically mail the bids using the United States Postal Service to:

Due to this submittal constraint, we are extending the bid delivery cut-off date to May 14, 2020.  However, we strongly encourage all contractors submitting bids to get their hardcopy packages in the mail by May 7, 2020 to ensure timely delivery to our Post Office Box by May 14, 2020.

Additional Information:

  • Davis Bacon Wages Apply to this contract.  The winning contractor will adhere to the Davis Bacon rules and comply and submit all necessary paperwork to the Yakama Nation.
  • The Yakama Nation is exempt from state taxes on this project.  Please see the attached Treaty Fishery Exempt Cover Letter and Treaty Fishery Exempt Certificate.  The winning contractor will receive signed copies for their records.
