Request for Construction Bids, Upper Burns & Angle Point Areas Habitat Enhancement Project

The Yakama Nation's Upper Columbia Habitat Restoration Project is requesting bids for construction of a Salmon Habitat Project to be implemented along the mainstem of the Entiat River in July of 2021.  The project will involve all work elements and specifications found in the Project Plans attached to this Request for Bids announcement.

A smaller scope of this project was initially scheduled to be implemented in 2020, and a competitive bid process for the reduced scope was completed in June 2020, including a pre-bid meeting with the design engineer.  Unfortunately the project was cancelled for implementation in 2020 due to the COVID-19 pandemic, and no contract was formally awarded during the earlier bid process. Because of the delay, the project now being solicited for construction has increased in scope to include significant additional restoration elements in the same project area, and the project implementation dates have been changed to fit the in-water work windows in the summer of 2021.  Due to the expansion of the project scope, a new virtual pre-bid meeting will be held with the design engineer and project manager prior to accepting bids for this project.

Please note that bids will be due in Toppenish by Close of Business, Thursday, March 11, 2021, in hardcopy form.  Due to on-going office closures related to the COVID-19 pandemic, bids can only be submitted by physical mail through the United States Postal Service.  Bids should be mailed to:

Due to this submittal constraint, we strongly encourage all contractors submitting bids to get their hardcopy packages in the mail by March 4, 2021 to ensure timely delivery to our Post Office Box by March 11, 2021. It is also recommended that you email the project manager indicating that you have submitted a bid and the date that it was mailed.

Additional Information:

  • Davis Bacon Wages Apply to this contract.  The winning contractor will adhere to the Davis Bacon rules and comply and submit all necessary paperwork to the Yakama Nation.

  • The Yakama Nation is exempt from state taxes on this project.  Please see the attached Treaty Fishery Exempt Cover Letter and Treaty Fishery Exempt Certificate.  The winning contractor will receive signed copies for their records.

  • This project has adopted by reference in the Engineer's Planset the 2014 Washington State Department of Transportation (WSDOT) Standard Specifications for Road, Bridge, and Municipal Construction.  Please also download a digital copy of the WSDOT_Standard_Specs_Manual-2014.pdf file from this webpage for reference when producing your bids.
